Description
Congress established the Committee to help Lincoln run the war effort, including writing military contracts, trade with the enemy, and causes of Union defeat. But its efforts toward other matters, such as the appointment of fighting generals and influencing military decisions while being largely ignorant of military strategy, allowed the Committee to become a thorn in Lincoln's side.
